1. Separate the champion team names from Other (host, runner-up, and (or) invited) team names.
2. Place the champion team names in one hat and the Other team names in another hat.
3. Pull one champion team name for the first division (the top open slot); then pull one champion team name for the second division (the top open slot). When
possible, place the team name for a champion or runner-up team from the same State (or State Division) in the opposite side of the bracket.
4. Pull one Other team name for the first division (the next open slot); then pull one Other team name for the second division (the next open slot). When
possible, place the team name for a champion or runner-up team from the same State (or State Division) in the opposite side of the bracket.
5. Continue this pattern until all division slots are full.
* For tournaments where there are more than two pool divisions, follow the pattern above through each division; that is, Division 1, then Division 2, then
Division 3, etc.
